The Pennsylvania New Hire Reporting Program – Presented by Dennis Marsh, PA Department of Labor and Industry
The Pennsylvania New Hire Reporting Program was established in 1998 in accordance with federal and Pennsylvania law, with the purpose of increasing child support collections (owed by noncustodial parents).
The bulk of presentation will demonstrate why, how and where business owners must report their new hire data, to be in compliance with state and federal law. The key fact to understand is that this new hire reporting is mandatory under state and federal law. All employers, regardless of their size, industry, occupation, ownership status, etc. are required to report their new hires to the Program, within 20 days of the Hire Date of the newly hired employee. The Program provides numerous ways for employers to report their new hire data timely, securely and accurately to the Commonwealth. These methods will be explained in detail at this meeting.
While the main purpose of the new hire program is for child support enforcement purposes, the new hire data are also used to detect fraud in state unemployment compensation and workers compensation programs. This fraud detection directly relates to employers and their business activity: by identifying and reducing fraud in these programs, the new hire data leads to employers saving money in their quarterly taxes they pay to the commonwealth to fund these programs.
Approximately $2.5 million in fraud over-payments of benefits to claimants are identified and recovered for employers each fiscal year. Since 1998, nearly 98,000 cases of fraud have been detected, resulting in the recovery of $43.8 million for employers.
Dennis Marsh, New Hire Reporting Program Supervisor
Mr. Marsh started his career with the Commonwealth of Pennsylvania and the Center for Workforce Information & Analysis as an Unemployment Compensation Claims statistical analyst in 2001, before transferring to the New Hire Reporting Program in 2004. As a lead worker and (since 2008) supervisor within the Commonwealth’s New Hire Reporting Program, Dennis oversees the collection, validation, and processing of new hire data within the Pennsylvania Department of Labor & Industry, on behalf of the Bureau of Child Support Enforcement, Pennsylvania Department of Human Services. This work involves measuring employer compliance with new hire reporting, conducting outreach to employers and workforce professionals across Pennsylvania about the Program, and using new hire data as a tool for labor market analysis and economic research.
